Cancer and Pisces
The water signs are the most emotional and ruled by feelings. I'm a pisces and thats the most annoying thing I've gotten used to. People would constantly say "stay sweet" or you're such a sweetie! that I would end up parroting it back.

Pisces. Although, I am basing this on my mother, who is a Pisces, and one the most giving, caring, sweetest person I know in my life.

Cancers are not really moody. They are often quiet. If you need help, they make you feel better and make you laugh. So, they don't have mood swings most of the time. (They also have mood swings private not public)
THEY have to be the sweetest.

Pisces girls, definitely. Cancer with their mood swings, are you kidding? I don't think so. Definitely not Libra. Libras ACT sweet when they want something, but I've yet to meet a Libra who wasn't a total B to people.
