For a 15 gallon tank, the equipment should be about 100-125 dollars.
I think you should take out the pleco from the list, unless you get the smaller species that stay around 5-6 inches. Depending on what kind of gourami you have, you can probably haev 2 if one is a male and a female. You can also have 3-4 different species of gouramies to your tank.
For the tetras, I think you should stick with the smaller species, neons, cardinals and gold neon tetras if you want that much.

In a 15 gal. I'd probably keep no more than 5 smaller fish.
You could easily have 2 gouramis. Alone.
Or maybe 5 tetras, alone.
Anymore than that, and as they grow, they'll be crowded, which will lead to sickliness and eventually death.

anyway
definately leave out the pleco
You could get definately the tetra's and cory's
as for gouramis, i wouldn't put more the a couple of dwarf gouramis in there

pleco will grow huge so cross that off.. 4 cory cats <1.5-2.5" each> 10 school of tetras <1" each>.. dwarf gourami <4+" each>
all together and you need a 30+ gallon tank

You can have these fish in there as but you may want to consider a bigger tank later on when they get bigger, esp the pleco because they can grow up to 20"+.
