I had the same problem with my '89 Diplomat. The automatic temp control was designed to adjust the position of the air temperature door inside the heater/AC control assembly to supply the correct blend of air corresponding to whatever temperature was selected by the driver. Yours, like mine, permanently resides in A/C mode. After replacing mine twice (it was not particularly easy to change), I went to a junk yard and replaced the auto control with the far more common and reliable cable-operated version. You only need the dashboard control unit and the hardware leading to the door actuator - not any other part of the heater or A/C. Good luck!

If you have easy access to the heater core, try disconnecting the lines to-from the core, and run the engine BRIEFLY. Is it pumping water to the core? If so, those lines are not blocked.

Try running a hose into the supply line of the heater core. Can you run water through it easily? If not, the blockage is there.

If you can run water through it, I'm stumped. Maybe the control lines that open the vents in the dash are disconnected? Or does this car use vacuum to open those doors? Maybe you have a vacuum leak there.
