1. Russia is a large country. High density everywhere is IMPOSSIBLE.
2. The industrial, economic and cultural regions of Russia are concentrated.
3. It is not practical to travel great distances to get to these regions (mentioned in #2).

Well, the correct answer is the lack of infrastructure. There are PLENTY of jobs whether in furs, timber, mining, fishing, etc all over Russia. I would assume the industrialization of Russia pulled MILLIONS of people from agricultural (farm out in the country) into the Cities. And so the only place to live or work was Western Russian from then on. This would all be Political in nature. And loosing entire generations in WW1, Civil War, WW2 didn't help matters either. Climate plays an insignificant role. You have entire towns situated in front of Hurricanes year after year in the U.S. That’s also political too. The government pays for the reconstructuring, so the people have to pay less. So it’s more attractive to move in and take your chances in plagued regions.

Most of Russia, especially Siberia:

1) has a climate that is hostile to human habitation.
2) is a very poor candidate for agriculture, and any large civilization would find it very difficult to be self-sustaining.
3) is extremely remote and very difficult to travel from/to.
