I mean the window people use modern computers, but the sorting process has hardly changed in 200 years! When i moved there is always a sticker when my old address was placed on mail. How do they figure it out, when they manually sort the mail?

I know of the address change card, so please don't suggest it anymore. As for manually sorting, they do still sort it. My town is 10,000 people and I know for a fact they use "cubbyholes" to sort it...and the carriers themseleves sort too.

When you fill out a forward card it is given to your carrier. They check it for any mistakes record it on a form then initial and date your forward card and send it on to forwarding. In forwarding your old and new address is put in the computer. When you get a piece of mail addressed to your old address your carrier sends it to forwarding(sometimes the computer will catch it but usually its your carrier that sends it), then goes through the forwarding machine and gets the yellow label with your new address on it. Then is sent to your new address..All that for .41 cents. Not bad if you ask me

Much of the mail is sorted by computer/machine (it actually has changed much in 200 years ;) ), but some is still sorted by hand (such as handwritten addresses, etc.) If you've filed a change of address form, your mail carrier puts a card in your slot (every address has a slot in a sorting case at your local post office!) saying what name no longer gets mail at that address. If he (or she) sees a letter to that name while he sorts/delivers his route, he sends it off to another department, and they look it up and put the corrected sticker on it and it goes to the new place. :) tada!

They only know if the person/business fills out a change of address form.

If you just disappear, they don't know and the mail continues to be delivered to the address until the senders figure out no one is responding.
