It is the letter c with a horizontal line directly above it. I have seen it a few times and believe it means "with" given the context of when I saw it used but I want to be sure.

In medical terms it means Chief Complaint.

c-bar (c with a line over it) means "with"
s-bar (s with a line over it) means "without"
