Nope, can't see what this has to do with Chemistry ...
(I'll assume you intended to post to Politics & base my answer on that ..)

Main factor is environment .. disease transmission is usually person to person .. so poor air-con, lots of personal fluids contact (kissing cheeks etc) etc. will lead to rapid spread of viral diseases like Colds & Flu .. more serious disease is mainly either self-inflicted (Smoking, Obesity etc or failing to get inoculated) or inherited (genetic) ..


Since Society needs healthy individuals to support the rest, typically society will support and cure those with illnesses where-ever possible.

Needless to say, the allocation of resources and the method of distribution is some-thing that generates on-going debate .. (example - do you put resources into curing Flu (which has a huge effect on 'working days lost' every year and, if the concerns re: Bird Flu are correct, could wipe out 30% of the population) or AIDS (which has much less effect on Society as a whole) ? )
