Did Obama really refuse to salute the flag?

I dont know if he refused. but i saw he clip and he certainly didnt while everyone else did..

Hard to tell from the still photograph that is being passed around. Without sound it could just as easily be taken the second before he put his hand up.
I take it as a poor attempt at making something negative out of a chance snapshot.

Is missing an opportunity to place your hand over your heart during the national anthem really the most important issue this country is going to ask of it's next President?
