They are trying to get your attention, only by that they deserve you give more attention and try to bring them into the theme, ask some them a question or how would they think about some statement you outline, in other words, if they don't pay attention is because you are not motivating enough, don't put barriers, and try to incorporate them to the team, remember you are the leader and it is your duty to capture their attention.

Well, what kind of attention....flagging you down for help attention? Or the "look at me, I'm insecure & deprived of attention so I'm acting stupid in public" kind?
I usually ignore the ones who are being pathetic, loud and obnoxious for attention. It only encourages them to continue if you respond.

In most situations I'd ignore them. Sometimes you can't. If you know them you might ask them to turn it down a notch or better yet try to avoid them.
