Any of them can, depending on how they are written, but there is one category that always expresses the author's personal ideas and feelings on a topic..
Think about them
what is the purpose of a short story?
what is the purpose of a novel?
what is the purpose of an essay?
what is the purpose of a poem?

The only one of these that is by definition factual is the essay, so I would go for that. A short story or a novel could be used to do this, but it would be disguised in the plot of the story somehow. Same with a poem. Yeah, stick with he essay. Hope this helps.
