You need to measure them standing from the floor to about two inches below the crotch
You have to be able to stand with feet flat, astride a bike and not crush your pubic bone

There feet should be able to touch the ground, take down their eighth and you can call some bike shops to see what size you need. Most of those bikes are more expensive and if you have been around lots of children things do happen(thefts, etc.). There are many great priced bikes at stores such as Walmart. Saving a few bucks on bikes can leave a little extra cash flow for helmets and such!!

When you go buy the bikes, like the small bikes for 5 years old, go look on the bikes in the box, they put the ages on it, so you can tell it's for her or the 7 years old. Then use box to look how many inches is that bike, and guess the the older kids. I think they can ride like 14" or 16 inches bikes. My niece 7 yrs old ride a 14" bike.

Ask your sister to measure(with measuring tape)the length from each of her kids feet to their waists(standing up because you want to make sure they can touch the ground with both feet when they're not sitting down on their bike). Take those measurements to the store where you plan on purchasing the bikes from, and ask the salesperson for bikes that will accomodate the lengths you have written down for each child. As long as the bike isn't higher than the measurement for each child, the bikes you find should work.

It's really difficult to size a bike without the child- especially because during those ages, they have a lot of growth spurts and can be different heights than average kids! Usually when buying a bike, a kid should be able to sit on the seat and just put his toes on the ground to balance... being able to stand flat-footed can mean they will soon outgrow the bike.

For the younger ones just ask at the shop for the average size for that age, for the 9 year old try to get her leg measurements to help you out he / she should be able to touch the floor on tip toe, not so much foot flat on the floor or he will tire quickly on pedalling with his knees always bent.

go buy how tall they are, and then ask someone at the store, and they hould be able to give you bikes thats will be good for rthem, and since most bikes have adjustable seating even if your off by a little, you can raise the seat for them

Best bet is to go to the store and ask a saleperson..I can help you with the 5 year old...a 16 Inch..but the other 2, I'm not familiar with.

If you have their heights, the person in the store will be able to help you. The seat needs to go low enough that they can touch the ground with their feet while sitting on the seat.
