If I remember right, Flair didn't really flatter Bruno in his book. And if Bruno thinks Flair wasn't a good champion because of the Horsemen, then Bruno is crazy. Maybe he needs to remember what a "heal" is in wrestling and the importance of them. Without them he'd been nothing. Flair was a great champion, and just happened to be a heal.

Bruno won his titles and held them fair and square. I think he feels Flair won most of his and kept them with the help of the Horsemen instead of on his own.
