Even if it's not the president or congress that issue driver's, on a matter like this, why can't they voice their disapproval or approval? Why won't they go on record?

“While we all agree there is a major need for immigration reform in the United States , this reform needs to ensure the security and economy of our nation is protected, not threatened. A driver’s license allows access to all kinds of legal documents and activities in our country and granting driver’s licenses to illegal immigrants rewards those who have broken our laws. I have consistently stated that any and all attempts to enact immigration reform must not include amnesty for illegal immigrants, and this amounts to backdoor amnesty.”

I wish we in the usa change our driver license rule to national license instaed of state by state. t will help us standardize all the rules and create a single information database. Also will be easier to manage. Also some states its too easy to get a license will be eliminated... For example New Zealand has a national driver's license not regional it works better. This will really hellp and not have diff. laws per state..

For the same reason they are afraid of real voter ID as in with a picture like State Issued ID or Drivers License which in most states( I'm in GA ) require a VALID Social Security number.
Now why could Dem's be in favor of giving illegals Drivers Licenses

Because the Dem non-binding resolutions tend to be nutty. Here's a common sense one. If the Dems put up a common sense one, it will be just fine.
However, rather than putting up a non-binding resolution, Tim Walberg should have put up bill outlawing the issuing of driver's licenses to illegal aliens nationwide.
I personally hate it when Congress does these non-binding resolutions. Fix the issue, don't comment on it!

Plus the rookie Senator from New York in an election season turn on her Democratic Governor? Someone may complain about the 10 million she took from her re-election funds from New Yorkers and placed into the Presidential piggy bank early on. Must feed the pork you know!!
