I have meet all the requirements and my recruiting unit is telling me to wait. I've been waiting since 1999!

I enlisted into the military back in 1999, my enlistment paperwork says in the comment section "that due to a glich in the system I did not recieve my enlistment bonus." I don't know who I should talk to , because all I've been getting is the run around.

Your case is subject to the rules of the UCMJ, which is a very specific area of law. You certainly have a contractual right to your bonus, but the best advice I can give you about how to pursue it is "Go speak to JAG".
