The sound of water running in a baseboard or radiator heating system is caused by air in the lines. The system needs to be bled to release the air. Look for bleed valves at each baseboard and at the boiler. Work from lowest to highest baseboard to cure this.

Find the air vents on the radiators. Let the air out until water comes out. Do that on all the radiators in the house. If the radiators are filled will air you will have little heat. You really shouldn't hear much noise at all. Baseboard heat is the best
