A thief is a thief - no matter how you say it it's still not decent.
Unless you want to call him a borrower who forgot to return the things he took.
If you're referring to the word "thief", it is quite a decent word already - it's not obscene or anything, and can be used in formal language.

I think thats it. "stealer" is bad grammar. "Shoplifter" inplies someone stole from a store, so I think "Thief" is it. Oh wait, could you mean all the illegal aliens collecting government funds, or the americans who cheat the governemnt on taxes, or the foreigners moving into our country and collecting our benefits ?
