I would accept their gift and get them one in return.

What I do is tell them that I only give gifts to my imediate family due to the fact that I cannot afford to spend money on everyone I know. Then suggest something else. "I'd love to but I really cant afford to give out that many gifts this year. How about we have lunch some time and just talk and have fun?" That always worked for me. OR you could say that you want to exchange the "white elephant" type gift...where the present is really a joke and you can give them pretty much any crappy thing you have that you dont want anymore. I had a huge laugh with my friends. One year, I got a bag of pine cones. :)

Thank them for thinking of you but tenderly explain that you only buy a few gifts for the holidays and reserve that for your closest friends and family. Ask them to make a donation if they feel they simply MUST do something and let them know that you'll think of them the next time you make a donation as well. Sounds like the person needs a friend ...so try not to tread on feelings. Or, you could just do it but - maybe buy each other lunch or a movie or insist that the dollar amount be nominal - like $5.00 or something ... but what a waste, huh?

Tell that person that you are grateful for the thought but that your budget prevents you from exchanging gifts with very many people beyond family and a couple of friends.

You could tell them you only exchange gifts with your family. Why do people want to jump into gift exchange status so quickly anyway? Makes no sense to me.

Tell them you do not wish to exchange gifts or you can ask them a dollar amount and then say you can not afford to exchange gifts.

Who on earth asks to "exchange" gift? I thought a "gift" is some given, not traded.

as long as their intentions are good and there are no strings attached its probably ok but then again with all the things going on in the world today you should probably decline the offer to exchange gifts

You could say something like you are trying to cut back on the commercial aspects of Christmas so would prefer not to expand your gift list. Then if they still give you something, just say thank you and don't feel guilty.
