i know in the City where i work, the Street Sweepers do not like the portable basketball hoops, they get in the way when the operators are running the sweepers,.....but if it is portable, and you take it off the street when not in use, it might not be a problem,.....

This completely depends on local rules. I have heard of neighborhoods that objected to those kinds of hoops, even on cul-de-sacs.

If its portable I would put it on the curb until someone makes a fuss, then I would move it back into my driveway.

But you have more research to do if you want it there permanently. Like do you live in an association? If so, what does it say in your association guidelines? Do you live in the north where snowplowing could be a factor? What does your city/township/county say about this?

I lived on a cul de sac for most of my life and we never had an issue with this. I live in Missouri for reference.

Most cities and states prohibit placing such things in the road as they block traffic. However, if it is not creating a hazard and it is put away when not in use it is likely the police will simply ignore it unless they receive complaints.

No, you cannot. It would impede traffic, and can be seized and hauled away by the municipal authorities without compensation to you. Do it again, and they can seize and haul YOU away - to jail!
