If you are certain that the engine has spark and fuel then the engine is either flooded or out of time.

the main relay which is usually the cause of a crank but no start on that car controls the fuel pump and the ignition, so if you have spark and fuel you can eliminate that as a problem.

Honda vehicles have a 'clear flood' mode that you can use to try to start the car if its flooded. simply hold the accelerator on the lloor as you crank the engine. this will put the ECM/PCM into the clear flood mode which will limit the amount of new fuel that is introduced while trying to start a flooded engine. Don't crank the engine for more than 15 seconds if it doesn't start; give the starter at least 2-3 minutes to cool down between starting attempts or you'll burn up the starter motor.

You can also smell the oil on the dipstick to see if its diluted with gasoline. Often when an engine floods the oil washes down on the cylinder walls so that your engine has littile if any compression. if the oils smells like gas, change the oil and filter before trying to start the car.

if the oil is good and you don't get any response to the clear flood mode, then the engine has jumped time. You will have to get the timing belt checked and changed if necessary (if you have spark the belt has not broken).

I think you'll find that the engine is flooded and the cylidner walls have been washed down with gasoline.

Worn spark plugs
Main relay is bad
ECU is burned out

It may have fire and fuel but is your timing correct? it doesn't matter if you have fuel and fire but it still have to fire at the correct time for the engine to start.

u probly have sugar in ur engine
