As long as you can pull it back when soft (flaccid) it's perfectly fine. That's because that's really only when you should pull it back, to clean it when you shower, and that alone takes about 5 or 10 seconds and feels good, so it should not be an issue.
And another point, if you masturbate and it works fine, it'll work fine for sex, too.
However, if you think that your foreskin is a little tighter than it should be, or it seems to be attached to the head, that's quite common and normal at your age. Once you start pulling it back more often (for masturbation and cleaning) it'll gradually pull back more; I was the same.

As far as cleaning goes, it takes about 5 to 10 seconds to pull back the foreskin and rub the head, it even feels good (the head is sensitive, after all). But for newborns and young (before puberty) boys, the foreskin may not slide back, because it's designed to be attached to the head so stuff like feces / poo from diapers doesn't touch the head.

Do you have real phimosis, as in the white BXO ring thing or whatever it is, or do you just have a tight foreskin?
If you only mean you have a tight foreskin, then yes it can usually be cured easily apart from circumcision with stretching exercises and a steroidal cream. Failing that they have some surgery available that is not full circumcision.
I have also heard of some guys having sex with a non-retractable foreskin and it worked. but for others it hurt.
Without more information I can't say but I suspect you just have a tight foreskin and with stretching and a cream it'll improve.

Well, it goes back to that documented thought process that men have, and can't help it -- every five, seven, or fifteen seconds or so the thought of sex crosses their minds. So, when a new woman appears on the radar, the antenna perks up. . Ah ha -- potential partner. For women, it just isn't that prevalent a thought. So men see possibilities while women feel the pain of her loss.

Try stretching with steroid creams and in warm baths. Masturbate and don't be afraid to pull the skin to stretch it.
You DON'T need circumcision.
