This happened in the history of the United States.

On April 19, 1861 President Lincoln ordered a blockade of the ports in the states of South Carolina, Georgia, Alabama, Florida, Mississippi, Louisiana, and Texas.

The North instituted a naval blockade of the ports of the South. It lasted from April, 1861 until September 5th, 1865.

The Union instituted a naval blockade of the Confederacy. This means that the Yankees blockaded the harbors in the South.

and since you asked, a blockade is when a navy closes off access to an ( enemies) port, allowing no ships in or out
