It depends on the shades of blues, blacks and whites you are putting together. Personally I like contrast, so a bright white with a dark, rich blue or a dark black with a pale, sky blue. I wouldn't recommend dark blue with black because they can often be confused for being the same color or it could look like you are "trying" to match the blue to the black.

Depends on what it's for...sometimes I prefer blue and white for a mild contrast, or black and blue for those children that get on my nerves.
(I don't really beat up children, I promise.)
