Now this is not a simple answer, as many people have shown, because it does depend on the colour of the shirt, top, jumper or whatever.
It also depends on the colour of the navy because eash shade varies and some will look fantastic with brown, some with black.
If the navy is a lighter shade then black is the best option, but if the navy is the darker shade then a dark brown is best. These colours are also based on the fact your wearing a white shirt.
One pointer is to not wear a black shirt with navy trousers as you will look like a big bruise. In my opinion white is the best colour as it compliments navy in a clean crisp and undemanding way.

Most people fall into the trap of thinking that black & white shoes go with 'everything'. Well, they don't! Black shoes especially should really only be worn with clothes which are either black or have a black print through them. The reason for this is that black shoes can look too heavy when worn with light & bright colours. Given that you are talking about navy pants here, dare to be different and go for something striking like red or fuschia pink heels and then tie it into your overall look by adding a red or pink scarf and handbag. This will uplift your outfit & will really bring out the subtle colour difference navy has over black.

You can where black or brown. It all depends on what color you shirt and belt are. If you have a lighter shirt on, the you might want to think about wearing a brown belt and shoes, but if you have on a darker shirt; go w/ a black belt and shoes..

I'd go with brown if my top has a shade of brown but if there's none, like color other than of navy, I'd go with black. Black is the safest color.

If the pants are cargo you could just wear a white tank top and sneakers but if they are suit like pants i would wear black pumps or stilettos and a white button down shirt (tucked in with the cuffs rolled over ONCE) and very thin black bangles to match the shoes :) XO-Annabelle

You can pull off brown shoes if you go with an earth-tone shirt and a matching brown belt.

White, cream, champagne, yellow, red... navy matches a lot, especially whites and bright colors. Not so much black or brown.
