If anesthesia is used, the surgery itself should not hurt, unlike for many newborns.

However, there will be discomfort/pain for about two weeks afterwards, since there will be a wound around your most sensitive body part that will need to heal. It'll be worst during erections. In addition, you'll want/need (you'll be told) to not have sex or masturbation for about a month, since you don't want to disturb the healing.

If you have a tight foreskin, you can always try gentle stretching exercises as an alternative. That's what I did and I haven't had problems since. If your head is too sensitive, you can also work on that. I wrote about that here:

Make sure you research the surgery well, since it is permanent (once it is done, there's no going back).

The USA is the last developed nation doing circumcision on a significant scale without medical or religious reasons. That means Europe and Japan (and Latin America and China, for that matter) don't circumcise. Circumcision rates in Australia and Canada are low, and in Africa... it varies by nation/tribe. Here's a worldwide map that gives you a general idea of where circumcision is common:
http://www.circumstitions.com/Maps.html

In the United States, circumcision rates vary by state, race... and other factors, like the year you were born. For the most part, the West Coast has the lowest circumcision rates, with some states as low as 14% now. Compare that to national circumcision rates being around 90% back in the 1960s and 70s. US data:
http://www.cirp.org/library/statistics/USA/staterates2004/

When erect they look very similar since the foreskin slides back. On the other hand, consider the advantages that you have.

The lubricated foreskin (on the inside... like your eyelids) slides up and down during sex and masturbation to stimulate the head.

Studies have found that circumcision reduces sensitivity (this article also mentions how it has lost popularity in the USA in recent times):
http://www.foxnews.com/story/0,2933,285532,00.html

And despite being more sensitive, you still last in the same six minute range (average) that circumcised guys do:
http://www.blackwell-synergy.com/doi/abs/10.1111/j.1743-6109.2005.00070.x

Makes masturbation more difficult:
http://www.blackwell-synergy.com/doi/abs/10.1111/j.1464-410X.2006.06646.x

Which makes sense, that's how it was made popular in the USA:

Increases erectile dysfunction rates:

Both wont hurt during the operation but both will hurt after that. If you're squeamish and you don't want to see a piece of your **** being cut off then go for general. I would only recommend it if you have a medical condition like phymosis and it's really necessary though.

Absolutely not. I know couse I had. You must protect your stiches for about 2 or 3 days and that is all. There is no problem about local anesthetics.

Itts said to be a painful operation. I wish I had been asked before it was done to me, I would MUCH rather have been left intact as God made me. But if I really wanted the operation I would go for general.

Local numbs the pain where the procedure is going to take place and general will just put you to sleep......either way it gets done and you'll feel all goofy...... but i vote local..... it will hurt either way when it wears off so why get put to sleep...... just tell them to numb the weenie!....lol

FGM.
The United Nations has supported the right of member states to grant refugee status to women who fear being mutilated if they are returned to their country of origin. Canada has granted such status to women in this situation. A judge of a Canadian Federal Court declared it a "cruel and barbaric practice."
I believe the same condemnation should apply to circumcision.
