Is it even open to the public? This light house could be a private residence or the government may not permit tours. Hopefully a local will see this and give you a more informative answer. Try reposting the question in Dutch on the Netherlands question page.

Knock on main door. When the butler with the feminine traits answers, ask for the key(F2). If you don't get it the first time,ask again (using up/right), this should give you the password.
