is the man the father? i think that could help with answering this question. there aren't a lot of detail. but it's obvious the man is a bit of a jerk to be so rude to a child.

Someone needs to talk to this guy about the way he talks to the three-year old. It's not fair for him to behave like that if the child isn't doing anything wrong. Just sit the man down and tell him, I don't think you should talk to ( insert kid's name) like that. He/She is only 3 and cannot help it. If he refuses or keeps it up, consider counseling of some sort.

I agree that he is being rude. He just don't want to deal with the 3 yr old, either that he just doesn't know how to deal children period. Let him know that he needs to be a little more sweet to the child and not so grouchy.

well it depends on the tone and attitude of the man. If he is just informing the child of how things work it's ok. but if the man is being mean then that's not right. That can affect the child and the child's self esteem later in life.

Ummm....what's the problem here? Man is not being abusive to child. Unless he's screaming at him. Need more details please. If he's the child's step father, then it sounds like you need to set some ground rules about he speaks to your child. If it bothers you, TELL HIM. He's not going to know otherwise dear. Good luck.
