Firstly, I will assume when you say external you mean everywhere and infinite.
No, it must be part of the universe and nothing else. Time is present anywhere where events precede other events. When all events cease, such as beyond the therioretical 'event horizon' time ceases to be. If one considered space infinite, then how could a single universe exist within that infinite space, it certainly defies my logic. Therefore space may also be conisdered finite. However the answer to this may be related to number of dimensions etc. and could be similar[yet much more challenging problem] to the world discovered as being round.
The definition of space could come into consideration for this question. For example some physicists have tried to quantify space as consisting of 'packets' while others would consider it to be the definition of empty and possibly non-existant due to this definition.
So until some whizz thinks up of a universal theory of science[which inlude space and time its all pretty much speculation.
If you are asking did time and space exist before we defined them the only logical answer is yes. Defining them certainly didnt create them. For example carbon dating allows us to measure the age of a rock that is thousands of times older than the definition of time. However, the units of time 'seconds' and space 'metres' were created to decribe the phenomina in quantifyable and comparible units.

This is the old philosophical hack of asking whether sounds and sight are entirely in the mind so something doesn't really exist if it isn't observed by a human to perceive it. Which confuses the reality with the sensing of it. A house still burns down even if no one gets burned while it is on fire.

Is our own dimension, height, length or width internal? We cannot say for sure that it is, for the ether has those dimensions too and far broader than we can imagine. Space and time are considered the 4th and 5th dimensions. Space has been explored. It is external from our point of view of physical reality. Time remains an enigma though Albert Einstein said it is possible to travel through time in his theory of relativity. But definitely we cannot classify things we do not know as internal or external.

Kant's answer to this is that neither space nor time are "out there" in the world. He regards them as the knife and fork you use to eat the meal- not part of the meal. i.e. they are ways the brain organises data to get to grips with them. He says that space is the way we organise external data and time is the way we organise internal data i.e our thoughts. Hope that helps. It certainly convinces me.

I know my internal cavity's contain my vital organs so there isn't an awful lot of space in there..... and as far as I am aware, I haven't consumed or digested a watch, clock or timer.... that said; humm I wonder now. I DID have heart burn and indigestion!
