In the very first cartoon, Hanna-Barbera's 'Puss Gets The Boot' (1940), it opens with Jasper (later Tom) trying to swallow Jinx (later Jerry)...but the first strike happens later in the film when Jerry pokes Tom in the eye...Jerry was the aggressor.
'The Framed Cat' from 1950 is the episode with Tom being photographed while taking chicken.

In the very early Tom and Jerry cartoons, Jerry is often portrayed as mischievous, but Tom is most often characterized as evil.
He's not chasing the mouse because he's hungry. He usually has a nice bowl of milk lying around somewhere...
Jerry's usually just looking for a meal, or trying to help a baby bird, or a puppy, or something like that.
That's not to say that Jerry is never needlessly cruel to Tom.
With that dynamic, but not remembering the very first cartoon, I'd still say Tom struck first.

i don't know which is the first episode of tom and Jerry .
in majority of episodes tom is the one starting fight .

i think it was tom
first episode shown...that i know of was "Puss gets the Boot"
Tom was setting up spike for the stolen chicken, and Jerry took photos of the whole thing, i believe Tom was the first one to strike, but not real sure who was the first one to hit.
