You did not say what version of Windows she is using, nor what AntiVirus software she has.
The problem is spyware. The following programs are trustworthy and free:
Ad-Aware:

Spybot Search & Destroy:
http://www.safer-networking.org
Download both, update them, and run them in safe mode.

Sounds like she has downloaded some malware or a trojan.. She needs to do a few things, she can download for free or someone else can download and put on a disk for her ad-aware. This is a good program. Also, you did not mention what type of pop-up is coming and if it is like spy-locked or something like this she can download some tools to remove it from her computer. She should also run a virus scan ...after this she can defrag her hard drive and make a back-up disk or boot disk if something is to happen since she does not have her windows disk... My brother-in-laws download this crap all the time and it is a pain to figure out which mal-ware it is...

antivirus and spyware tools are what you need, as everyone is saying..i recommend running 2 of each if it is a major problem. that way if 1 fails to find something, the other will.
Antivirus:
AVG and AVAST
Spyware:
Adaware and Spybot
sometimes the spyware is so bad, it would be quicker to reinstall windows. If the place she got it from didn't give her one, then it should have a seperate partition on it to restore it from. in that case, when the computer boots up you should see a screen briefly to give a keystroke to boot to this partition and it will restore the factory defaults. if you need more help, send me an email and i'll assist you further. acidzfire@yahoo.com

Yes she needs to download a couple programs from www.download.com
Spybot
AVG Free Edition
These are both full and complete programs... AVG will scan her computer for viruses and delete them, and keep up constant protection for her computer. Spybot will search for any spyware that's preventing her getting online, and block most pop ups.

Alot of times you can go to your local library and use the online computer for free.
From there you can look for the programs that you are desiring, download them, and then go home and upload them into your own computer.
If you have a friend with internet access, you can also do that.

You can go to www.downloads,com & look for avg free make sure it,s the free version.yahoo.has a good anti spam checker .::you can go to run & type in msconfig click ok .then go to startup at the top & click on that take all the check marks out & restart it . let me no if this helps,this is one of things I,m always fixing for others ,donot go into to anything but startup folder

If your computer has anti-virus software, update it so it can remove the virus, if it does not have an anti-virus and you are getting these messages you may have a virus trying to make you download a fake anti virus in which case try: avg anti virus (free) you can get it here: http://free.grisoft.com/doc/download-free-anti-virus/us/frt/0
