Judging from little I've heard about it they share some of the same problems that American public (government) schools have,i.e. rampant discipline problems, students uninterested in becoming educated due to immersion in pop culture, etc. Is the school system supported by tax revenues and if so, is there a program for sharing that tax money with parents who want to send their children to private schools? In the US we call it a voucher program. Does GB have the same problem?

Nope, you pay the exact same taxes in the UK regardless of whether your child goes to public or private school. And, indeed, if you don't have any children at all.
