Because a standard cd has the tracks closed, which means you cannot add any more data.
A cd-rw gives you the option of closing the tracks or keeping them open for further writing or rewriting.
A floppy is re-write able

Floppy disk is a magnetic disk enclosed inside it. It contains magnetic particles. So that helps for the read / write operation just similar to audio cassette .
But in CD have different methodology for writing the content inside that. So data can be written only once.....
thats the basic idea.. :)

You can get rewritable CDs so you can write to them.
However a floppy id encoded with a magnetic pattern that the head in the drive can change, or change parts of ( eg 1 file)
A CD has a pattern burned into it by a laser so it is harder or in most cases impossible to change.

Because the two works completely different, floppy is magnetic, CD is optical, and lighting equipment that some how can sketch down information is very pricey until few years ago.

See in floppy is cheaper than CD but in CD you can have lot space but due to some technical reason it has made in two way.

You might be using a cd-r Not cd-rw Plus you need to have a writable cd rewrite in your system

floppy is designed that way and there is an alternative for the cd.. there is a cdrw. and its rewritable!
