Are you asking about burakumin or this SPAM thing?
here's info on burakumin

Burakumin (部落民) are the descendents of the lower-class society of feudal Japan. They are racially Japanese. There is no visual distinction. The only difference between Burakumin and other Japanese is lineage.

The word Burakumin literally means villager but if you hear it, it most likely refers to these people. Basically, workers that did jobs dealing with practices thought to be unclean (executions, hide-dying, slaughter of animals, etc.) were grouped together as a dirty people and looked down upon. Their identities were documented and eventually they were looked down upon as a lower people.

The Burakumin tag was placed on these people and inherited by their children. Anyone with a Burakumin ancestory is considered a Burakumin. In 1975, there was a book published in Japan with a list of the names and locations of most Burakumin people in Japan (Japan has a very detailed registry of all people in the country). This list was compiled with the intention of providing people with the knowledge of who had this background so that they could avoid hiring, marrying, or even socializing with them.

The Burakumin liberation league is the main organization trying to fight discrimination against these people who are in no way different than Japanese people.

Burakumin were a legacy of the Class System in Edo era (1600-1868). But now I have never seen any single of them in my life.
