Answer depends on whether the motor cranks but won't start or if the motor won't crank at all. Since you say you have a new battery, I would guess it does not turn over when cold. Pretty simple to check this. Starter circuits only have two inputs, one directly from the positive post of the battery to the big conn. on the starter solenoid. The other is a smaller conn on the solenoid which is fed through the ignition switch. You also need to check to see if the ground side circuit is good. Access the starter and check for constant battery voltage to the big terminal and when the ignition switch is turned to start the small terminal should have power. If all is okay, you have an internal starter problem and it needs to be replaced or overhauled. If you have a power supply problem, trace back and repair as nec.

First check your battery cables, if their clean and tight then your new battery has been setting on a shelf waiting to be sold too long and has developed a dead cell and needs to be replaced.
