I can give you the short answer for the Republicans, the Democrat answer is much more complex.

For the states (ignoring the handful for the territories), the Republicans start with three per congressional district (elected for the most part on a winner-take-all basis at the congressional district level). At the state level you start with ten delegates then there are several add-ons (e.g. are both state houses controlled by the Republicans, is the governor a Republican, did the state go Republican in the last presidential election, is the majority of the Congressional delegation Republican, how many Senators are Republican). As such, a state like New York might have ten state level delegates while a state like Utah might have 20 state level delegates.

The Democrats use a weirder formula. They start out with the total number of "pledged" delegates nationwide and then allocate it based on a combination of population and votes for the last democratic nominee for President. Within each state 75% is allocated by Congressional or Legislative District and 25% state-wide. Each state has the option of one of several formulas for allocating its delegates by Congressional or Legislative District (again a mix of population and democratic votes). In addition, all DNC members, all Senators, all Representatives, all former President's, all former leaders of the Congressional or Senate Caucus are automatic delegates.

For the exact numbers, you should go to the two party websites which have the rules for allocating delegates. Generally speaking though, the Republican system is essentially 3 times the electoral college plus the add-ons which makes it somewhat population based. The Democratic system adjusts from population to try to equalize somewhat every vote in the primary as opposed to equalizing based on population.
