Ive made my own note pads before.

1. take a peice of cardboard for the backing and cut it down to the size notepad you want to make.

2. get pretty paper that you want as the main stock and also cut it down to size.

3. stack the paper on top of the cardboard.

4. Using a hot glue gun put a thin layer of glue on the top edge of all the papers.

5. while the glue is still not dried use a scrap peice of cardboard to run along the glue to help press it between the pages.

5. wait till it dries and add a 2nd layer of hot glue.

It takes some practice to get the glue to hold the papers properly.

You can also skip the glue and punch 2-3 holes instead and use yarn or leather strips to hold the pages together.

It's best to buy "padding compound" but you can also use permanent white glue (tinted a color if you want). There are various lessons and tips on doing that on this page of my site if you want to check it out:

Good pics and easy to understand. If you don't have their wooden vise, use clamps.
