I can't find this for you on the web for free, and I'm sure you looked. But in the world of meteorology, what you're looking for is called historical climate data.
You can easily find summary data, e.g.,
http://www.ncdc.noaa.gov/ussc/SCoptions?state=1111&short=11,
and because tables with the average or earliest snows of x" depth are available, someone must have the data that produced these tables. That's what you need to look for. And the best way to find it is to try contacting people who are connected with the agencies producing the data. They can probably guide you to this data.

This site requires a fee to access data, but it may well have what you want:

And if you're lucky, the Tribune might comment on the history of the first snow on its weather page when the first snow happens (or if it's really late in coming).
