Here's a better question perhaps: why do people CONTINUE to drink and drive despite severe consequences by the law?
In my opinion, it's because alcoholism is a disease, and if left untreated, will kill the person who has it along with others.
So...why do ordinary people continue to drink and drive despite the severe consequences..?
--They don't think they will get a DUI. "It won't happen to me."
--They really don't think they can be impaired significantly by alcohol. I have even heard people say, "I drive better after a few drinks." (delusional??)
--They don't realize that only a small amount of alcohol will put them above the legal limt for what is acceptable.
Then there are the repeat offenders--the people who get multiple DUIs. There are DUIs where mothers were driving their children home from school. There are school bus drivers who get DUIs. These are usually alcoholics in denial. Some people have even gotten more than FIVE DUIs.
These types of people are more severe and continue to drink because:
--They have a compulsion to drink that is greater than any fear of jail, killing someone, or severe legal consequences.
--They had planned to only have one drink but got out of control and nobody took their keys away.
--The alcoholic way of thinking has caused them to blame others--a past DUI is the bad legal system, the judge's fault, the cop's fault--anyone else's fault but theirs.
It's a form of denial that is inherent in alcoholism.

What keeps people from drinking and driving? Not all people but many will not risk the possibility of being pulled over after one too many, or coming upon a DUI random checkpoint.. The cost of losing one's license, is more than money.. It affects one's ability to get to work, school, shopping etc.. As far as what keeps people from drinking and driving, there is no completely effective way to stop it.. As with all people who are behind the wheel of a vehicle, some will break the laws no matter what. But with the strict laws now and punishments, some would rather not risk it. Others will continue to disregard the law and most likley get caught sooner or later.. Also, once you've been convicted of this, when you are eligible to get your license back, the law now requires you to have a breathalizer installed on your vehicle. Before the vehicle will start, you must blow into it and if it detects any alcohol, the car will not start.. You rent this machine and pay for a rental fee as long as you are required to have it.. Needless to say, it makes life difficult to drink and drive with this little item installed on your car.. Bottom line, there are deterents but no full proof ways of keeping the drinkers off the roads, unfortunately..

Common sense should keep people from drinking and driving, but unfortunately, common sense evaporates when exposed to alcohol.
Fear of punishment is a weak deterant, because most people believe they won't get caught , or they will be able to talk their way out of it. Not true.
Unhappily, people whose families have felt the impact of DUIs, by losing a family member, are the ones most apt not to drink and drive. They know what tragedy it can bring. But they are not the ones who need to be reached.
Do you have an automobile association where you live? Or a police station with a traffic department? Either of them would be a good source of info and statistics, which can help you argue your case.

Convenience does -
more cabs/ cheaper cabs
more buses/more frequently/later./cheaper
neighborhood pubs/ closer/more bars
designated driver programs where they drink free coffee and soft drinks in the bars, etc. etc.
In this line you could argue that you can win people over with prevention, rewards and assistance like above instead of punishments.

I am fully burdened by means of your query. But, allow me see if I can arise with anything. Why do not persons force while they're inebriated? -normal experience -realizing they would kill themselves and any person else -any person else takes their keys and may not allow them to I consider you might have extra success discussing causes that persons force while they're inebriated and the outcome it has on their lives and the lives in their households.
