As of 10 November 2006, 139 states have signed the Rome Statute of the International Criminal Court and 104 states have ratified or acceded to it. The Rome Statute of the International Criminal Court entered into force on 1 July 2002.

Note: On 31 December 2000, the deadline for signing the Rome Statute of the International Criminal Court expired- states which had not signed the Statute by that date will have to accede to the Statute in a single step.

The French signed the treaty while Vietnam was part of the French colonies. So, in theory, Vietnam has signed it.

As to whether they signed it as a separate nation, it would have to have been signed after 1957, after the US supported dictatorship in the South declared itself a separate country in violation of the 1954 Geneva Agreements. The PR of Northern Vietnam was declared in 1957 while the "Republic of South Vietnam" declared itself a country in late 1955 or early 1956.

Addendum:

Sorry, I was thinking of the earlier formation of the International Court of Justice, which I believe the court you are referring to is the same.
There has also been an establishment of a permanent "International War Crimes Tribunal" since 2000 (I am unsure of the exact date), whereas it was only a specially convened War Crimes Tribunal in the past to deal with specific events.
