Basically, when they do a match with stipulations like this, the purpose is to introduce a new signature move. Like with Cena, he was originally known for the FU as his finishing move. When they wanted to introduce the STFU, they put him in a submission match where the only way to win was by submission.

I am sure during the match there will be several moments when HBK appears to be ready to use a super kick and will then appear to realize that he can't. Likewise, there will be several moments when it will appear like Orton is going for a DQ, but realizes that he has to back off. Its the way that this type of match is scripted.

yes, is to make the fight more intersting and more balanced, because Shawn Michaels has shown that with his Sweet Chin Music superkick he is almost invencible. That HBK signature move is just awesome; he delivers that kick like a true karate master or kickboxer.Way to go HBK.

It also shows that Randy Orton, knows he can not beat Shawn Michaels with his Sweet Chin Music, so he wanted that stipulation, but then again Randy Orton STILL CAN DO his signature move, the RKO, so if Randy hits the RKO, is pretty much done for HBK, but I think HBK will find a way to win and in Survivor Series will have a new WWE Champion, Shawn "The Heartbreak Kid" Michaels!!!!

Its just the stipulation i guess to make the match more interesting & see how Shawn does minus the signature move.Randy can't get a DQ or try else he loses the belt to HBk straight off.he can't duck out of the match & has to fight it out as well.can't wait!

They simply make the move illegal. Since it's all scripted, they could make every move but the headlock illegal if they wanted to, and it wouldn't matter.
