In general, yes. I have a few sophomore friends living in dorms with freshman roommates. If you're looking at a particular college, you'd have to talk to someone in housing to make sure.
It shouldn't be a problem - they want you to be comfortable, so if you want to room with someone you know that's a different year, they'll probably try to accomodate it. Even if you don't request a particular older roommate, in some cases they'll assign incoming freshman to the same room as a returning sophomore.
The only issue with differing years may be that you don't get your first choice of a dorm building, especially if one of the roommates is a freshman. At least, that's the biggest problem at my school (University of Wisconsin).

Most schools will, no problem.
One thing to consider, though: as a new student, you may not want to be living in a unit that's mostly upperclassmen. I requested a dorm on my housing application that sounded nicer than the others, even thought they said it was mostly filled by returning students--and by some miracle, I got it. I thought I'd really scored, until I got there and realized I was one of two freshmen on a floor with 40 juniors and seniors. They mostly had their friends and their social lives all set already--they just didn't have a lot of time for a clueless newbie. I would have found it a lot easier to make friends there if I'd been in one of the dumpy old freshmen dorms with a bunch of other new students who didn't know anybody, either!

Yes, in general they do. I can't think of anyone I know who lived in the UT dorms, but everyplace else I'm aware of has had different years in the same room.

Sure. When I was in school I had several room mates that were a year ahead of me or a year below.
Talk to the department of residence life - they usually handle the dorm assignments.

The answer is yes for the University of Washington (which is where my daughter goes) and for the other colleges that her friends go to. In fact, most will even let you pick your roomate if, for example, you have a friend you want to room with.
