Betta fish have personalities and can get depressed sometimes. You can liven up his spirits by getting a female, (because you don't need an air pump for her either, I'm assuming you don't have a air pump, because betta's suck their oxygen from the surface), otherwise, if you do have an air pump, buy some other fishes, I placed neon tetras in my tank two weeks ago, just be sure to buy ones that are not very small and a tad bit bigger than his mouth, because betta's are fighting fish and will try to eat something that fits in its mouth.

Also, be sure that your tank is comfortable for the betta, nice looking plants, a background put to the back of the tank, hiding places, that could liven up his spirits a bit.

PS. If you don't have a heater, the water maybe too cold, that can also be why he is so inactive.

I've got 2 bettas and both their tails look scraggly.....are the rips all the way up or just partly up the tail?? They are very lazy fish....mine just hang around and sometimes look lifeless on the bottom until feeding time.
I think they are beautiful though.

They love plants
Mine always hangs out in there resting, that's absolutely normal

Hope that helps
Good luck

My fish is very active. They swim around and through the plastic rock I placed in their tank. You could buy one and see if he sleeps inside it like my fish does.
