Check and see if there's a faint white lining surrounding the rims of his fins/tail. If there is, he's got fin and tail rot. You can go to your local pet store and get a medicine to treat this, and it should help your fish within 2-3 days, I think.

If his fins are scraggly (and not supposed to be), he most likely has fin rot. Fin rot is usually a sign of poor water quality. Is your tank cycled? How often do you do water changes? Your betta should also have a filter and a heater on his tank. 5 gallons is a decent amount of space for him.

In your other question, someone recommended getting a female betta as a tankmate for him...please do not do this, the two will not get along.

As to your additional details (betta laying on leaf) - this is entirely normal. You should have a couple of broad-leafed plants with your betta. I had one that would flop up onto leaves right at the surface and lay half in and half out of the water for hours at a time.

Sounds normal to me, nothing out of the ordinary. With no other action in the tank, they just don't move a lot. I;ve seen lots with tails like you are describing. They weren't sick or anything.

He might have fin rot...but mine used to get long fins and for some reason even though it was healthy the fins kinda split.
