That line is getting so blurry the answer totally escapes me.
Maybe we will have an answer on 1/20/09 if power is peacefully transfered in the United States. (again) Otherwise, Pakistan will have just been a trial run.

A dictator tells you what to do (dictates); disobedience is NOT an option.
A president pleads his case with the Congress and the public and hopes that Congress and the public will share his views. He has almost no power to enforce his views.

A dictator has absolute power, and is for all intents and purposes "above the law", even though some of them use the title of "president". A "president"'s power has constitutional limitations, and he or she is subject to the law (although I can think of one or two who don't seem to recognize that).

Some presidents, like Hugo Chavez are labeled as dictators, while some dictators, like george w. bush are labeled as presidents.
At lease President Chavez was voted in by the majority of Venezuela's people.
george w. bush was appointed by the nuttiest supreme court ever.

The first have no law to guide his behavior and nobody could contradict him the last have to be under the law, simple.
Cuba and Venezuela has a dictator if any citizen contradict them, 30 years in prison, motif, destabilizes the govern.
