If there is no pet odor smell or chance of water damage, just use flat wall or ceiling paint. Kilz is good for water areas and pet odor sealing. Don't use BIN. It is a water vapor barrier and wouldn't be appropriate. Any of these paints will help the self-adhesive stick better.

If you are going go the that trouble, you might as well level all the bad spots, as they will transmit through the final surface as bumps. Use a simple drywall repair material. Some 30 to 60 minute formulation that is easy to sand smooth. Then apply the paint. You could use actual floor leveler (they make that stuff), but it is harder to sand really smooth. Good luck.

Have you ever tried using Duct tape on particle board. Okay so it sticks, but not well. All those little particles easily break away from the board and stick to the tape, making it full of junk and un stickable. SO you lay self adhesive floor down on this mine field of little bits of wood and very soon after a few walks over the floor the self adhesive is full of tiny particles that have broken loose from the flooring....and you've got to start over. Don't do it

Is the PB rough or smooth face? Why would Primer help?

I do have a suggestion, and although I avoid Self sticks like the plague I do install them.

Purchase a gallon of Water based contact cement. Du Pont might be one manufacturer. The stuff I use is a nice aqua color.

Apply to the floor substrate and the back of the peel and stick. Allow dry time and place/press.

It cleans initially with water, is thin consistency, drys well, doesn't have a strict noxious odor, and works as well as lacquer based. Beyond that it also allows for less slipping separating curling, etc.

why would you put primer on it in the first place?
it's self adhesive! and vinyl tile lay right next to each other, so your not going to see it. the only problem would be if the sub-floor is real rough it will eventually wear through. to prevent this rent an industrial floor sander and smooth it out.

I install floor covering and have only maybe once or twice put a primer down to install a floor..........there is no point in it unless you have had a problem with something"bleeding" through the floor and causing some sort of discoloration in your old flooring.....
that being said any substance like a primer put on particle board is not good because it can cause the flakes of wood to separate and then you really have a mess................

i, myself wouldnt put self sticks on particle board...i would put down some luan board and stick them to that...read your warranty as some tiles void the warranty if you use another adhesive...
