Totalitarianism is defined as state control of everything (or as much as possible). This would include Nazi Germany, Communist countries, and most Balkan countries between WW I and WW II, as well as many South and Central American countries, and modern Myanmar (Burma). A case could be made for ancient empires and feudal states, as well, but it is mostly used for 20th century countries. Countries don't "adopt" it, they wake up one morning to find out it has happened.
