Haha, I love it how dumb people try to answer questions to which they don't know the answers, and try to be smart about it. Dude, crashing cities with your tail and creating tsunamies, and Naruto is the strongest in the WORLD, not Universe (and the Naruto Universe is really week compared with others) is that the best you can say? How can that counter attack all the life of the Universe being sucked, or the Universe simply being destroied?
It's called wikipedia, use it and maybe next time you'll get 10 points!

The anti-monitor, definitely. He had the power to destroy multiple worlds, infinite earths. No mere earthquake or tsunami's going to stand against that.
