I would like to try and make this scarf that I found at Hot Topic:

Sorry it's not the greatest picture, but it basically looks like a round (not flat) black knitted scarf (I don't think it has any knitted patterns) with this gauzy white fabric around it. I know how to knit, but would this be something a complete beginner could do?

-How should I go about knitting the scarf?
-It has fringe on the ends...how would I do that?
-What kind of fabric should I use for the white? It says it has a "white nylon overlay" on the product page.

Any help you can give me would be greatly appreciated, but I'm not too familiar with knitting terms. :)

It's super easy to knit a black garter stitch scarf with worsted weight yarn. It's the first thing most people make:

A great beginner's book is "Stitch 'n *****: The Knitter's Handbook" by Debbie Stoller.

But the white overlay isn't knit -- it's woven with thread and has a fabric patch sewn onto the front. Use the zoom feature on the product page to see what I mean:

You could get a similar look by knitting, but you would have to use extremely fine crochet thread (the kind used for doilies) and tiny knitting needles (US size 1 or smaller). The ladders can be made by dropping stitches and letting them unravel like a run in a stocking.

For inspiration, see if your local library has (or can get you) "Punk Knits: 26 Hot New Designs for Anarchistic Souls and Independent Spirits" by Share Ross & Bam Ross.

Doesn't look to difficult. You could knit a tube for the scarf on a small circular needle. If you use fat yarn and bigger needles it would take less time and the black fabric doesn't show much. The yarn usually has a recommended needle size on the label. For the white material you could use the leg of a pair of white tights, snag it up like the picture, and stitch it to the scarf at the ends. Fringe is just knotted to the ends of the scarf so that's easy.

The scarf could be made with fabric such as fleece! Basically its a normal scarf length folded in half across the width, looped around the neck then the ends placed through the fold to hold them in place. As you don't actually see too much of the black, it could be made from anything. If you do knit it, fringes are quite simple, yarn looped around an end stitch and through itself to hold in place. If you use felt or fleece, just cut the fringe. The overlay can be pantihose/tights (perhaps too thin?) or any white knitted fabric you can find in your local fabric store that will ladder nicely. It would be much quicker to make the scarf out of black fleece. Just cut it, don't hem it or anything. Cut the fringe too. Sew on a layer of cheesecloth and then pull out selected threads from the cheesecloth to make the pattern. You could also use lace and shred that up a bit. You can buy both at your local fabric store.

Your best bet is to Un-Knit ! To me it looks like panty hose with runs, so you could try finding a light weight "tights" and put a bunch of runs in it, then pull a black scarf or even a piece of fabric through the leg, if you want it long you could even sew a few legs together, worth a try and it would be fast and cheap!

Do you have one of those kniffy knitter (loom knitter), I have made a lot of the fuzzy scarves that you find in the store, I use the blue knitter and usually just go halfway around but you can go all the way around and use the black white yard
