Hi,
Both answer one and two offer valid suggestions. I just painted two hundred ft. of galvanized railing this past week.
I bought the rustoleum latex primer, but Oil based is likely better. The primer is best brushed on, though a tedious task. It may also look THIN to you, but that is the nature of "primers" anyway. Rustoleum makes a decent finish coat as well.
Steel Fence: I want certainly to assume it's galvanized; and without knowing Type or how much, you should probably consider ROLLING the mesh portions of the fencing, and brush coat the posts.

hi carol
first of all is your fence galvanized steel ? has it been painted already. if it is galvanized but not painted you need to give it a cleaning with a very mild acid solution. just using straight vinegar is not too bad. rinse and let dry. then give it a coat of red oxide primer and then a couple of coats or tremclad or an exterior alkyd semi gloss paint with a product called penetrol mixed into it. you can also use the penetrol in the tremclad or what ever the rust paint is that the paint store sells. i don't know if penetrol is available where you live. i am from Canada. if it is already painted remove the paint that is peeling if any and then wash it. let dry and apply your finish coats of paint. if it has already been painted then primer is not needed but i would use it myself. it helps for the new paint to adhere. please do not let the people at the paint store sell you a water based product for this job. they plain and simply do not work and you will have this problem again soon

Rustoleum makes a good primer for metal surfaces. It adheres very well, dries quickly, and provides and excellent surface for the color coat. I used the stuff in the can (pain on). I don't know if it comes in a spray can.

When you want eggs you go to the hen house , so if you are going to spend money on painting a fence, go to a "paint store". Do you see the differences in the previous answers ? Now that's what I'm talking about !.

That's the problem with steel fences - you have to paint them every so often. Aluminum fences eliminate that issue.
