It maybe that you don't have your monitor plugged up to your computer. What the monitor is saying by "No Signal" is that there is nothing on the other side of the cord to react to. Which most likely means that you don't have it plugged up correctly or it came unplugged. Also, it sounds like your computer and monitor are both working fine if they both have lights and you can hear the fan. So thats always a good thing.

This doesn't sound good. 8-( If the fan goes on but, for instance, the hard disk doesn't spin up, you have a definite problem.

If you aren't sure whether there are any additional normal noises that you normally hear, do double-check the connection from your PC to your monitor. I know it's obvious, but make sure you do it. ;-)

It's possible that it's just a malfunctioning video card, but usually in this case the computer will beep at you to indicate that it has detected a problem.

If you're really lucky your CPU may just be overheating and refusing to run, but this is fairly unlikely on a reasonably new machine. Check to see if the CPU fan is running. If not, that's your problem; it then remains to be seen whether the fan is broken or it's not getting power from the motherboard.

More likely either your power supply is partly dead (not too bad, but not the most likely cause) or your motherboard or CPU (or both) has died (most likely and most expensive to fix).

The NO SIGNAL is a definite video issue.

Unplug the power cord from the back of your monitor, then replug. It probably got pulled loose. You might also make sure the cord that connects to the back of your PC from the monitor hasnt fallen out.
