Here's an idea. I am sure there are other ways to do it, but if you do not personally know the manager then:
Send a few samples of your items to both the purchasing manager, the ad manager and the owner.
Follow up by a phone call or a quick visit to the hotel. Try to get an appointment with the advertising department or purchasing manager.

iinstead of trying purchasing, try to get a relationship going with the GM of a branch of a chain and work your way up. if you go to a private hotel, you can try for the owner, and no one else.
